The objective of this article is to present the results achieved by the fact-finding team led by the institute of human rights Gregorio Peces-Barba (IDHPB), Carlos III university Madrid with regard to competencies and professional roles within the framework of the research study on the processes of deinstitutionalization and Models of transition to Support Community personalized (Project EDI). In addition, a proposal for a competency framework and professional roles for the promotion of community-based care and family life for children and adolescents, older persons, persons with disabilities and people living in sinhogarismo.

Abstract
The objective of this article is to present the results obtained by the research team regarding competencies and professional roles within the framework of the Study on the processes of deinstitutionalization and transition towards personalized and community support models (EDI Project). Specifically, a proposal for a framework of competencies and professional roles is outlined for the promotion of community-based and family care for children and adolescents, the elderly, people with disabilities, and individuals experiencing homelessness.

Introduction
Traditionally, it is believed that the best way to provide technical assistance to persons in situations of vulnerability is your accommodation, or short term, segregated institutions 1 .
This approach reflects a framework of understanding which favours the isolation of persons, limits their capacity to make decisions that affect their own lives and emphasizes the organisational and financial interests above the rights of persons 2 . Under this paradigm, people are treated as objects of care rather than as subjects of rights 3 . This framework of understanding of the institutions, people and their care is known as “ corporate culture ” 4 .
Despite warnings in various studies on the limitations of this approach of aid, the situation caused by the pandemic of COVID- 19 showed the weaknesses 5 . This situation has highlighted the need for alternatives to institutional culture 6 .
In this context, the focus on Human Rights (HRE) emerge as an alternative Ético-cultural against entrenched institutional culture 7 . This new perspective recognizes the individual in the centre of assistance and care, emphasizing the empowerment of the person in decisions that affect their lives and respect for their dignity as core elements 8 . As a result, the standardization of the previous model inherent gives way to addressing the specific needs and requirements of different groups that make up a plural society and open.
The ethical approach to cultural life of the HRE implies the integration of authority as the development of abilities and potential, the participatory approach, the construction of collaborative relationships, knowledge and guarantee of rights, social and cultural sensitivity, communication skills, the non-violent active listening, empathy, the evaluation of knowledge and ability to exercise of rights, adaptability and acceptance of limits, and the promotion of the agency and resilience. In Addition, to complement these powers, can be implemented an Ethical model of care, such as the Focus in the person (hereinafter ACP). Thus, if taken as reference the Training Programme of comprehensive care and focusing on professional person call centres and homes in the catalogue of Training Specialities are the following powers: the identification of models and international trends concerning the attention of The ACP countries, the recognition of the fundamental principles of the ACP since the dignity and rights, understanding of the principles of bioethics, knowledge of the legislative framework linked to the ACP, the implementation of the rights and principles among the functions that can develop and professionals and interest in creating the conditions necessary to improve all aspects of the quality of life and well-being of the person 9 .
The study on the processes of deinstitutionalization and transition to support models community personalized (hereinafter EDI Draft) 10 it is part of efforts to achieve a change of paradigm. Through the human rights approach and with the participation of a multidisciplinary team, study the transition in Spain to a model of support and community-based care and the family for four groups: persons with disabilities, older persons, sinhogarismo and children and adolescents at risk or desamparo.
The study of the competence and professional tasks necessary for the promotion of community-based care has been developed by a group of research aimed at identifying good practices and recommendations for the development of community-based alternatives and personalised support to persons.
For the establishment of a network of support and community based services and family life (hereinafter ACAIs[ 1 ]) it is important to explore in this network integrates the dimensions of care, support, care, assistance and of the placement, which is based on rights and attitudes that could be a cultural practice which enables people to live in the community.

This network must be comprised of measures and general services aimed at ensuring access and the realization of all, as well as individualized support and assistance staff and include the care of children in families. They should be designed to facilitate living in the community and avoid isolation and separation of other people, and should be appropriate to that end.

Methodology
The research strategy concerning the competence and professional roles are composed of three phases: firstly, a diagnosis was made of the skills and professional tasks demanded by the current system. Secondly, they have defined roles and competencies needed to bolster the community based services and family life. Lastly, we have identified the itineraries are necessary in order to facilitate the processes of transformation towards these new roles.
The policy analysis and case law is based on documentary research on decision-making in the public administration on the management of institutional assistance and the deinstitutionalization process at the international and comparative law, and state levels, the autonomous communities and local entities.
These methods of analysis documentary experimental and joined the conclusions of the workshops with external experts at the project working in Areas relevant to this study, as well as specialized agencies or other services, to compare the information and perspective, validate and verify the results, and obtain advice and assistance to locate additional sources of information.
Conceptual considerations
The European union has used the concept of "" qualification to harmonise the training and skills at european level, with several legislative efforts, such as the european qualifications framework for lifelong learning in 2008 11 and their updates. In Spain, the royal decree 272 / 2022 12 national qualification aligns with european standards, covering both informal and formal education. The term “ qualification ” is defined explicitly in article 2 (a), of the decree 13 as the result of a formal process of evaluation and validation in which a competent authority provided that a person has reached the learning results associated with certain standards. These results are known as learning skills, defined explicitly in article 2 . 5 in the 3 / 2022 14 as “ the knowledge and skills that enable the execution of a professional activity in line with the requirements of output and employment ”.
Thus, the term professional skills, does not refer to the functions that the professional teams play in a particular post, but rather to knowledge and skills that enable the execution of those functions or tasks in accordance with specific standards of quality, effectiveness and efficiency[ 2 ]. The skills they differ from the core competencies, which have been defined in article 2 . 4 in the 3 / 2022 15 as critical for the personal development and employability in a broad sense, including participation in society. These cross-cutting skills are acquired not only through formal training, but by other means, as recognized by the council recommendation of 22 may 2018 16 on key competences for lifelong learning.
The term competition is often very used and their meaning varies according to the context in which it is used, it is therefore difficult to allocate one definition covers all possible ways in which uses the term[ 3 ]. A term that refers to a set of knowledge, skills, attitudes and values that allow to a person to perform a task or activity effectively in a specific context. This is not limited to the acquisition of knowledge and skills, but also covers the capacity to implement them in situations of the real world and adapted to different contexts and situations. It Is a concept that transcends the mere declaration of knowledge and skills, and it reflects the complexity of the world of work and the variety of skills and personal qualities required to address them 17 .
The powers also include dimensions not cognitive (knowledge, practical skills, attitudes, motivation, values and emotions, among others) affecting performance are therefore a mobilization of all our skills to think and act as professional maturity, intellectual and moral 18 .

Competitive framework and professional roles for the promotion of community-based care and family life
Children and adolescents in a position of vulnerability
In the area of professional intervention with children and adolescents placed in the system of protection, is of particular significance, the IV collective youth care reform and protection of children 19
Thus, in professional interventions are relevant models of support that put children and adolescents as the backbone of the proceedings professionals, processing the value of the dignity and ensuring the protection of their rights such as privacy, independence ethics and social inclusion, integrating a gender perspective and taking into account the different situations of his life. These aspects make it possible to avoid discrimination and ensure that their views, needs and situations are addressed, as it is impossible to assess the best interests of the child, without knowing its opinion.
For the implementation of a rights perspective to the field of children and adolescents, the comprehensive care model centred (MAICP) is quite interesting, because it combines the dimension of focusing on the person and the size of the comprehensive care. In this way, for the formation of professional roles for ACAIs it has been viewed as a basis of professional qualifications the MAICP.
Professional roles for this group are set out to act in a number of measures, at both preventive and protection of family reunification and social council. In this way the configuration of roles presented here as a proposal are raised to address Specific areas of intervention, as well as designed for a wide approach in all the measures and Areas interventivos.
Professional role skilled and specialized staff in identifying, assessing and addressing situations of vulnerability affecting children and adolescents and their families. Therefore, its main aim is to safeguard the welfare and rights of children and adolescents, speaking in a preventative manner.
Co-ordinator for child and youth participation
Professional is responsibility for promoting and guaranteeing the right of children and adolescents to participate and express their views in all matters affecting them. Its main objective is to promote active and meaningful participation of the minor, providing them with spaces and opportunities so that they can influence the decisions taken in different contexts, such as family, school, community and public institutions. This role is considered that can act at various stages interventivas, i.e., prevention, protection or family reunification.
By its specificity, cannot articulate concerning the prevention and promotion of capacities and strengths of families at risk, considered for foster care, employment or extensive, and that returned to the child and adolescent, which has been residential care.
Reference professional
Key player in the process of care and support of children and adolescents. This role from providing a comprehensive approach focusing on the individual, ensuring that the needs, rights and welfare of every child or adolescent to be a priority. Through a relationship of trust and continued support, or reference work becomes a point of contact essential for the child or adolescent, as well as for families or caregivers/is involved in their lives. Involve coordination interdisciplinary and inter-occupational and connection with adequate resources and services to ensure the full development of personality and full exercise of the rights of minors. Is relevant, that the election of the figure of reference must be of a mutual basis, i.e. that it does not respond to a random automatic action in the appointment of professional role, but rather in the opinion and where the minor is extremely important.
Tutor resilience
Professional role focused on building the resilience of girls, children and adolescents who have experienced traumatic adverse situations or in their lives. It provides for their presence in all measures, whether prevention, protection and/or reunification.
Connector/a community
The main objective of the role of community/connector/a is to ensure access of girls, children, adolescents and their families to support and resources to promote the full development of their personality and protection. So, shall act enabling mechanisms for effective and efficient collaboration, articulating the services that require minors and their families, health, education, and of social services, among others, in order to respond effectively and, at the shorter term, to promote resources for their labour and social inclusion through sensitization and awareness-raising with the community, particularly in the field of awareness of family care.
Personal assistant
That gives professional role in children and adolescents with disabilities a positive impact on their learning processes and development, promoting be autonomous, independent and self-determination, by enhancing the development of his or her personality, participation in the community. It is seen as a preventive measure to the institutionalization of children and adolescents with disabilities.
Older Persons
The demographic ageing is transforming societies and there has been an increase in the population of older persons 20 . This change brings increased demand for ACAIs, revealing the limitations of existing welfare models, changes in family dynamics, and gender roles in care, which affects social cohesion and highlights the challenges to meet the current needs of ACAIs in countries like spain 21 .
The predominant care model, based on the traditional institutional approach, has proved ineffective in many aspects, including its architectural style and organizational model, which can have effects disease vectors 22 . The crisis of care, exacerbated by the pandemic of COVID- 19 it is clear that, even more system deficiencies of current ACAIs, significantly affecting the elderly 23 . This situation has highlighted the importance of sound professional sociosanitarios services to ensure the continuity of ACAIs 24 .
In this context it is essential that the professional teams competencies and skills to adapt to changes in the environment of care and health care of older persons 25 . In Addition, housing as a critical aspect in the quality of life of older persons. The necessary support for older people to continue its vital trajectory, regardless of their place of residence, it is essential. The absence of a permanent housing can affect not only older people, but also to children, adolescents, persons with disabilities and other population groups 26 .
The pandemic of COVID- 19 has highlighted the gap between the fundamental value of work assistance and the level of remuneration, stressing the crucial role of the people who in the health needs of society 27 . To these challenges, it becomes imperative to reconsider the models of care and professional tasks involved, looking for approaches that respect the dignity, promote the interdependence, and to ensure a comprehensive and focused attention on the individual.
Considering the foregoing, the draft EDI proposes the following professional roles for ACAIs of older persons:
Reference professionals
The role of reference plays a crucial role in coordinating and ACAIs personalization of older people; Acts as the main liaison between the individual, his family and the care system, ensuring that the plan of ACAIs is comprehensive and personalised service. The clear understanding of the needs and preferences of the individual, this role facilitates a more focused and effective manner, to promote a better quality of life for the older person.
Manager/a of cases
This professional role focuses on the management of each person individually, coordinating and supervising the implementation of ACAIs. this figure, it is essential to ensure that each ACAIs plan complies specifically to the needs and wishes of the older person. In monitoring progress and make adjustments where necessary, the manager/to cases plays a vital role in providing effective ACAIs and personalized.
Personal Assistant
The figure of the personal assistant is fundamental and essential in direct assistance to older persons, focusing on foster autonomy. This role involves providing support in daily activities and promote the independence of older persons, while respecting its decisions and preferences. In so doing, the figure of the personal assistant not only enhances the quality of life of older people, but also strengthens their sense of dignity and self-esteem.
Manager organizational/a
In the area of climate at entity level, the role of manager/organizational to plays a crucial role in the implementation of changes within the organizations providing ACAIs older people. This role is key in ensuring that organizations may take a focused approach to the person, which is essential to provide quality care that respected and valued older people as individuals with rights and unique needs.
An engine of change
Finally, the figure of an engine of change focuses on community change, to promote an inclusive environment for older persons. This role plays an important role in influencing society at large, to advocate changes in policies and practices that impact in the life of older people. To foster a culture of respect and inclusion, the role of promoter of change contributes to the development of communities closer and empáticas for older persons.
Persons with disabilities
In the professional sector ACAIs in the field of disability, as in relation to other population groups coexist, centres and services public and private ownership; which means that the regulations governing the roles, competencies and skills of staff working in them is different in each case.
Thus, in the case of staff linked to centres or services of public ownership and management, the applicable regulations will be the Basic Statute of the public servant 28 for the staffing and the Fourth Geneva Convention for the single collective labour 29 . In addition, personnel working in centres and services of private ownership that provide support for persons with disabilities is governed by the XV General collective centres and services for persons with disabilities 30 the Agreement and the Territorial council of social services and the system for the autonomy and dependency care on common criteria for accreditation and quality of facilities and services of the system for the autonomy and dependency care adopted by the resolution 28 july 2022 of the state secretariat of Social Rights 31 .
After the crisis triggered by the pandemic of COVID- 19 several agencies and international bodies have stressed the urgency of reforming the system settings of care, in particular, with special emphasis on bridging the gender gap, stressing the importance of improving working conditions and the training of professional teams in the field of disability. At european level, the european commission through the “ European ” Care Strategymarked guidelines relating to education to improve the situation of people receiving attention and their caregivers, whether professionally or non-professional. The Strategy aims to support professional caregivers who are often women and families, through training, counselling, and financial and psychological support. It also seeks to ensure fair working conditions for staff of care, focusing on the need to improve and in the training of personnel to attract more people into the care sector, particularly males. For its part, the european committee of the regions (COR) has insisted in particular that the transition from institutional attention to a local and community care requires a paradigm shift in the support staff and their competencies.
Also in Spain, recent initiatives linked to the recovery Plan, transformation and Resilience van in this line 32 . The focus in the person (ACP) is among the strategic elements of the Plan together with adaptation to the profiles of the population and their changing needs, as well as improving training. The importance of updating and developing new skills and professional roles through the training has been highlighted by people interviewed - through the Project EDI-, who claim that a personalized attention demand greater specialization and professionalization in the sector.
The roles they are presented below are used to illustrate the importance of transforming and diversify the professional practice of support for disability from a new paradigm.
Reference or professional facilitator/a
The figure of the professional person is one that provides individualized support to a limited group of persons or a specific person, based on the link established with that person. The person who plays this role may vary according to the organization, but its main function will be to provide coordinated support and focusing on the individual. In the area of intellectual disability and development of professional person of reference called facilitator/a or a translator/a vital 33 . In addition, the facilitator, together with the person concerned, this shall identify the group of persons shall constitute significant group peer support or circle of support.
Manager/a of cases
With regard to the person who performs the function of management of cases it is suggested that a person of reference of the municipal social services who assume this role, whether personnel of social work or other professional/a. However, in situations of high complexity as caregivers who demand a intervention and intensive supervision by health services, are advised that the management of the case to be carried out by nurses of Primary-care team (EAP) 34 regardless of the territorial area.
Supervisor/a
The wide positive behavioral supports is an approach that is characterized for being a support for the conduct. This approach focuses on the construction of social skills, functional and the creation of supportive environments and preventing the emergence of challenging behaviour, both in the individual treatment, and on the promotion of environments for desirable behaviour and inclusion 35 . The figure of supervisor may vary depending on the type of service and can be composed of the person responsible for a dwelling, residence or occupational centre, or by the staff of indirect care according to the organizational model. This role has been highlighted for staff training in the strategy of wide positive behavioral supports, to serve as a model of staff in training in a real work environment.
Behavioral bottling
Within the wide positive behavioral supports the bottling behaviour is a professional with specialized training on issues of conduct. Between its “ know-how ” highlighted key evaluate the resources required by the organization to work properly behaviour, the effectiveness of the consultative process, the direction of a pilot functional analysis and the establishment of an infrastructure to support decision-making based on data.
Mediators;
In the context of positive behavioural support could be mentioned as mediators. Mediators/as may be the family, personal, technical manager/a-terapeuta, a case, specialized equipment, and other interest groups, but also may exercise this role with the people with intellectual disabilities, as the classmates with intellectual disabilities, entities and their support teams. The male/female mediators were not intended to Last reduced problem behaviors, but the development of learning environments and positive life skills.
Leader in practice
Within the framework of the active support this strategy is defined as a systematic approach that places people with big support requirements in the centre of any intervention by facilitating their participation in daily activities and significant, with the aim of improving their quality of life and personal development. It is also intended that persons engaging in activities relevant to them, maintain social relations, receive significant support and opportunities to take decisions, ultimately, to have a social role fully measured household and community levels.
To provide active support in the presence of a leadership in practice that provides guidance and support for the work teams. This role can be played, like the previous ones, for various professionals. The primary role of leadership in the practice is to transform the formation and training in labour practice enhanced through specific strategies for training and ensuring that the desired results by providing a personalised support.
Personal assistant
Much of users interviewed/ace and a significant number of professionals, interviews conducted in the framework of the project EDI argue that the figure of personal assistant can serve as the best model to determine how they should carry out its work and the professionals in attention to disability. With regard to its role, it is a professional support provided by a highly personalized and led by the person, in various aspects of their lives, serving as a tool or human support.
In reality, both experts in life as independent expert focused on the person and experts in human rights 36 together with the convention itself, recognize the figure of personal assistant as a fundamental human right to development of an independent life.
Peer support
Moreover, from United Nations has been found to invest in the peer support, the self-promotion, circles of support, the centres of independent life and other networks and support modalities to promote the institutionalization and promote independent living 37 . Although this type of support is not a role in itself, is distinguished by the implementation of specific skills that contribute directly to empower people and improve their quality of life, with the aim of enabling persons with disabilities and/or dependency can live a dignified human life and satisfactory.
Bottling from experience
Strategies based on equal has promoted the inclusion of an expert by experience for the support to persons with psychosocial disabilities. These/as experts provide mutual support to persons with mental health problems are addressed in centres to contribute his experience as a fundamental nucleus of its work 38 . Although its role can vary depending on the type of service to its jurisdiction are to have knowledge in different areas of mental health and relational skills demonstrate basic understanding of the care model centred focused on recovery. This is also known as mutual aid or agent of mutual support, is located in the field of civil society associations specializing in situations of complex mental health services related to the provision of employment, housing and for social inclusion and community levels.
Equipment for the promotion of Personal autonomy (EPAP)
The equipment for the Promotion of Personal autonomy (EPAP) are composed of professional teams from different disciplines that work together to help people in situations of dependency and/or with disabilities to maintain their personal autonomy and quality of life. The EPAP offering services such as the valuation of the needs of the person, the development of an individualized plan of care, monitoring and evaluation plan, and coordination with other services and resources. These teams are composed of social workers, psychologists 39 .
Connector/to the community/a
40 . On the other hand, has described this role as a “ local agent ” that know many people, and it has been considered that further its competence must be taken by all staff with disabilities. For example, staff can work together to assist the person to know their neighbours, and the staff of local shops and restaurants.
We should mention that a sample of precarization in this area is the fact that the 19 . 967 people working in sinhogarismo in spain 2022 , 43 % has full-time, and 57 percent part-time. Similarly, in accordance with the link to work, the 49 , 5 % has been wage-earner, 44 , 6 % voluntary; 5 , 9 % had another type of link (subcontracted, student interns, religious, etc.) 41 .
With regard to the current intervention models, focus on the institution; it is particularly tough and focused essentially on the needs and shortfalls of the person, being the professional teams who has control in decision-making 42 . We need to change to a model organized around the needs and individual wishes, evolutionary in nature, and to relinquish its control and choice to those sinhogarismo. This transition reflection is required for winamp's change of mentality, long-distance training in different areas, and an improvement in working conditions and women ’ s professionals.
The successful intervention models or techniques that have been more effectiveness in its implementation provide the foundation and vocational skills required for a model of support and community based services and family life. it has proved to be one of the most Useful to address the situation of sinhogarismo. Identification of itineraries describing the processes of transformation towards the new professional tasks
After presenting that core competencies and professional roles and which are key to change from a model focused on institution-based models to support community and individual, you must include a series of routes at various levels. The first relates to the formation of future professionals, becoming essential updating basic professional skills and identified as relevant and necessary in the curricula of universities, vocational training and certificates of professionalism, of the professions in the social and health. Similarly, it would be useful to identify as related curricula, what are the professions in the social and health with the most appropriate skills to shape the model of personalized support and community centres.
General conclusions
Consider deinstitutionalization processes for through the implementation of personalized support to the good life in the community, requires multiple factors. When it is incumbent on us, it is essential that these personalized support provided by the various professional tasks be performed from a HRE to gauge a focused attention on the person to overcome the organizational culture.
The transformation in the field of education must go hand in hand with a change in the workplace. A proposal of interest is to create a labour convention state care and support to community life, raise within a single classification system to individual professionals requires culture in human rights for persons with disabilities, older persons, children and adolescents in a position of vulnerability and people living in sinhogarismo. It Is in the collective agreement which should establish a more suitable qualifications for each post, the skills required for each of them (and their means of acquiring), as well as establishing criteria for designating teams in different professional groups taking precautions elitizar care, in order not to exclude the enormous group of people who are now working in households with older persons or persons with disabilities and/or dependency.
On the other hand, a proposal to facilitate the change would be to create a system of skill levels in advanced practice to provide professional growth, by identifying appropriate professional teams to the roles required in the models based on family and community support. In Addition, an initiative to promote this transition to the new paradigm could be to develop a specific professional certificate for the provision of “ Community Support ”. This approach would enable both the new staff as those you are already working with persons with disabilities, children and adolescents, older persons and persons in situations of sinhogarismo, acquire knowledge, skills and competencies essential to operate effectively in a variety of environments of community model from a people-centred. This training process could be based on the principles of independent life for the good life in the community.
Finally, we must not forget the importance of care, who takes care of the high and physical exhaustion psicoemocional presented in the Area of alternative care, which is why the mental health of persons who perform ACAIs is a fundamental aspect to consider. Well, in conjunction with public policies are responsible for granting humanizantes spaces and favourable working conditions, together with appropriate to grant the specialization of professional skills from human rights approach 48 .
