Measures for damages derived from natural disasters

Spain is experiencing an intensification of extreme weather events, such as the DANA in October 2024, which left a deep mark on the Valencian Community, and in February 2026, a series of adverse meteorological events that particularly affected Andalusia and Extremadura.

The Government of Spain has launched the State Pact against the Climate Emergency, in order to respond to the increasingly extreme impacts of climate change, with the aim of protecting citizens, the economy, and Spanish biodiversity.

To restore normality in the affected areas, the following regulations were approved:

  • Royal Decree-Law 7/2024, of November 11, adopting urgent measures to promote the immediate response, reconstruction, and relaunch plan against the damage caused by the Isolated High-Level Depression (DANA) in different municipalities between October 28 and November 4, 2024.
  • Royal Decree-Law 5/2026, of February 17, adopting urgent measures in response to the damage caused by various adverse meteorological phenomena, with special impact on the autonomous communities of Andalusia and Extremadura.
